Dog Transportation Network – Move Dogs to Safety
Distance should never block a second chance.
Every day, dogs in overcrowded shelters face euthanasia simply because they cannot find a foster or adoptive home nearby. Rescue organizations are often located hundreds or thousands of miles away, ready to help—but the cost of transport stands in the way.
That is why Hope Paws Support Fund created the Dog Transportation Network. We fund and coordinate safe travel for dogs moving from high-risk shelters to foster and adoptive homes across the United States.
Every trip saves a life.
The Problem
Overcrowded shelters in Southern California are stretched beyond capacity. According to the Best Friends Network, thousands of public and private shelters, rescue groups, and animal welfare organizations are working together to save the lives of dogs and cats across the country . Yet dogs continue to be euthanized simply because they cannot get to the rescues and adopters who are ready to help them.
Transportation is the missing link. Rescues in other states are willing to take dogs, but the cost of fuel, commercial transport, and supplies often makes it impossible.
Our Dog Transportation Network closes that gap.
Projected Budget for 2026
| Item | Description | Cost |
| Fuel reimbursement (estimated 24 trips @ 1,000 miles avg) | Reimburses volunteer drivers $0.20/mile (covers actual gas cost only) | $4,800 |
| Commercial transport (5 long‑distance trips) | For long-distance hauls requiring overnight stays or areas without volunteer coverage — $0.75/mile | $4,000 |
| Transport supplies (crates, bedding, bowls) | Essential gear for safe travel | $1,000 |
| Hotel | For volunteers traveling out-of-state requiring overnight stay (5 bookings @ $200) | $1,000 |
| Total | $10,800 |
Please note: We offer a $500 fixed grant per approved transport – or more for full or partial trip coverage with prior approval. This simplifies the process for rescues and gets funds to them faster.
Expected Impact: Up to 24 dogs are transported from overcrowded shelters to foster or adoptive homes across the U.S.
How It Works
We offer two options for transportation support:
Option 1: $500 Fixed Grant
A fixed $500 grant per approved transport. This is our standard option – simple and fast.
Option 2: Full or Partial Trip Coverage
If transport costs more than $500, you can request full or partial trip coverage. We will reimburse the approved cost after transportation, once we receive all invoices.
The Process
1. Request support before transport
Submit your request to get approval for Option 1 or Option 2.
2. Rescues submit the request through our Request Rescue Grant form
– Option 1: Can be submitted before or after transport.
– Option 2: Must be submitted after transport.

Our Other Programs
Emergency Veterinary Care Fund
Direct financial assistance paid to veterinary clinics so families and rescues do not have to choose between their dog and financial stability.
Rescue & Pull Support
Funding that helps rescue partners save dogs from high-risk shelters and move them into safety. We cover pull fees, intake costs, and initial veterinary care.
Spay/Neuter Assistance
We provide $100 directly to veterinary clinics to help families afford spay/neuter surgery. This program prevents unwanted litters, reduces shelter overpopulation, and keeps pets healthy.
Dog Network & Adoption Support
Outreach and content that help dogs reach the right adopters, foster homes, and rescue partners, strengthening the network that saves lives. We network dogs on our social platforms, share their stories, search for rescues and fosters, and fund professional video and content to showcase adoptable dogs.
